Ken had become leader of the Greater London Council and faced off to the former Tory leader of the GLC (it had been Conservative between 1977 and 1981) Sir Horace Cutler on TV. Cutler was in favour of abolishing the GLC while he was still leader while Livingstone was arguing that the Tories only hated the body because it was carrying out “radical, socialist policies”.
